URGENT INVESTIGATION AND IMMEDIATE ACTION REQUIRED – DOGS ABANDONED IN THE SAFAWI DESERT | طلب فتح تحقيق عاجل واتخاذ إجراءات فورية – الكلاب المتروكة في صحراء الصفاوي

السادة/ الجهات الأردنية المختصة المحترمة،
نتوجه إليكم ببالغ الاستياء والقلق إزاء الوضع الخطير والمثير للانزعاج الذي تم الإبلاغ عنه في صحراء الصفاوي، في محافظة المفرق، حيث يُقال إن آلاف الكلاب الضالة موجودة في هذه المنطقة الصحراوية النائية في ظروف قاسية للغاية، مع نقص في الغذاء والمياه والرعاية البيطرية.
ووفقاً لتقارير حديثة نشرتها منظمة OIPA International ومنظمة Network for Animals، يوجد عدد كبير جداً من الكلاب في هذه المنطقة الصحراوية. وقد أفادت منظمة Network for Animals بأن العدد قد يصل إلى ما لا يقل عن 4,000 كلب، كما وثقت أوضاعاً تتسم بالجوع والعطش والتعرض الشديد للخطر.
والأكثر خطورة هو ظهور ادعاءات تفيد بأن كلاباً تم التقاطها من مناطق مأهولة بالسكان ربما نُقلت وتركت في الصحراء، بدلاً من التعامل معها من خلال أساليب إنسانية لإدارة أعداد الحيوانات. ونحن نؤكد أن المسؤوليات والظروف الدقيقة يجب أن يتم تحديدها من خلال تحقيق رسمي. إلا أن خطورة هذه التقارير تستوجب استجابة فورية من الجهات المختصة.
وعليه، نطالب بشكل عاجل باتخاذ الإجراءات الملموسة التالية:
- تنفيذ تدخل طارئ وفوري في صحراء الصفاوي، بمشاركة أطباء بيطريين مؤهلين ومتخصصين في رعاية الحيوانات؛
- إجراء حصر دقيق لجميع الحيوانات الموجودة حالياً في المنطقة؛
- توفير كميات كافية من المياه النظيفة والغذاء المناسب فوراً؛
- إجراء فحوصات بيطرية عاجلة وتقديم العلاج للحيوانات المريضة والمصابة والمصابة بالجفاف والحيوانات التي تعاني من ضعف شديد؛
- إنقاذ وإخراج الحيوانات الموجودة في حالة حرجة من الصحراء فوراً، بما في ذلك الجراء والأمهات المرضعات وغيرها من الحيوانات الأكثر ضعفاً؛
- نقل الحيوانات التي يتم إنقاذها إلى مرافق مناسبة تضمن لها المأوى والغذاء والمياه والرعاية البيطرية الكافية؛
- إصدار قرار فوري يمنع إلقاء أو ترك المزيد من الكلاب في المناطق الصحراوية؛
- فتح تحقيق في جميع المركبات والمتعهدين والأفراد أو الجهات العامة التي قد تكون شاركت في نقل الحيوانات إلى الصفاوي؛
- تحديد مصدر هذه الحيوانات والجهة التي قامت بالتقاطها ونقلها والسلطة التي سمحت بذلك، إن وُجدت؛
- تنفيذ برامج التعقيم والتطعيم، إلى جانب التعريف بالحيوانات ووضع شرائح إلكترونية لها عندما تسمح حالتها الصحية بذلك؛
- التعاون مع منظمات حماية الحيوان الأردنية والدولية المؤهلة في عمليات الإنقاذ والعلاج والمراقبة؛
- نشر تقرير رسمي يوضح عدد الحيوانات التي تم العثور عليها وإنقاذها وعلاجها ونقلها، وكذلك عدد الحيوانات التي نفقت؛
- اعتماد استراتيجية إنسانية ومستدامة طويلة الأمد تقوم على التعقيم والتطعيم والإدارة المسؤولة والتبني ومنع التخلي عن الحيوانات، بدلاً من نقلها وإبعادها إلى مناطق صحراوية نائية.
وتكتسب هذه المطالب أهمية خاصة لأن الأردن لديه بالفعل تشريعات وبرامج تتعلق برعاية الحيوانات وإدارة أعداد الكلاب الضالة. وتنظم تشريعات الرفق بالحيوان في الأردن، بما في ذلك نظام الرفق بالحيوان رقم 11 لسنة 2010 والتعليمات اللاحقة، جوانب تتعلق بمعاملة الحيوانات ونقلها ورعايتها وحمايتها. كما أن النهج الرسمي لبرنامج ABC يقوم على الإمساك بالحيوانات بطريقة إنسانية وتعقيمها وتطعيمها وإعادتها إلى المنطقة التي تم الإمساك بها منها.
وهذا يطرح سؤالاً أساسياً: إذا كانت السياسة الرسمية تقوم على الإدارة الإنسانية والتعقيم والتطعيم وإعادة الحيوانات إلى مناطق اصطيادها، فلماذا يُقال إن آلاف الكلاب موجودة في بيئة صحراوية نائية يستحيل فيها على ما يبدو ضمان حصولها بصورة كافية على المياه والغذاء والرعاية البيطرية؟
كما نشير إلى أن المادة 472 من قانون العقوبات الأردني تتناول ترك الحيوانات الأليفة دون طعام والإهمال الجسيم في رعايتها. ولذلك يجب على الجهات المختصة تحديد ما إذا كانت أي من الأفعال التي يتم الإبلاغ عنها في الصفاوي تشكل مخالفة للقانون الأردني.
إن هذا الوضع يثير أيضاً استنكاراً دولياً متزايداً. فالاهتمام برعاية الحيوانات لا يقتصر على الدول الغربية، بل إن الوعي بحماية الحيوانات ورفض القسوة عليها يتزايد في المجتمعات والثقافات في مختلف أنحاء العالم.
وإذا تأكدت التقارير المتعلقة بمعاملة هذه الحيوانات، فإن انتشار صور كلاب متروكة في بيئة صحراوية دون الحصول الكافي على المياه والغذاء والرعاية البيطرية قد يلحق ضرراً بالغاً بسمعة الأردن على المستوى الدولي.
وهذه القضية ليست مجرد مسألة تتعلق برعاية الحيوانات، وإنما تتعلق أيضاً بمصداقية المؤسسات الأردنية والتزامها بتطبيق تشريعات الرفق بالحيوان المعمول بها في البلاد.
ولا ينبغي للأردن أن يسمح بأن تصبح صور الحيوانات التي تعاني وربما تموت في الصحراء رمزاً دولياً لنظام لإدارة أعداد الكلاب الضالة يتعارض مع مبادئ الرفق بالحيوان التي يعترف بها القانون الأردني.
ومن مصلحة الأردن نفسه أن يتصرف بصورة عاجلة وشفافة وحاسمة، وأن يكشف الحقائق والمسؤوليات، وأن ينقذ الحيوانات المعرضة للخطر، وأن يثبت عملياً أن القسوة والتخلي عن الحيوانات والإهمال الجسيم في رعايتها لن يتم التسامح معه.
كما نطلب باحترام من الجهات المختصة أن توضح للرأي العام الإجراءات التي تم اتخاذها بعد المخاوف التي سبق أن أثارتها منظمات دولية معنية برعاية الحيوانات، ومن بينها منظمة OIPA International، بشأن الوضع في الصفاوي.
ونحث الجهات المختصة على عدم الانتظار حتى تموت المزيد من الحيوانات قبل اتخاذ أي إجراء. فهذه الحيوانات لا تزال حية الآن، وهي تعاني الآن، وتحتاج إلى الحماية الفورية الآن.
ونثق بأن هذه القضية ستحظى بالاهتمام العاجل الذي تستحقه، وأنه سيتم اتخاذ إجراءات طارئة وملموسة دون تأخير.

Dear Jordanian Authorities,
We are writing with profound indignation and grave concern regarding the disturbing situation reported in the Safawi desert, in Mafraq Governorate, where thousands of stray dogs are reportedly being kept in extremely harsh conditions, with inadequate access to food, water and veterinary care.
According to recent reports published by OIPA International and Network for Animals, a very large number of dogs are currently concentrated in this remote desert area. Network for Animals has reported that the number may be at least 4,000 animals and has documented conditions of hunger, thirst and severe vulnerability.
Even more seriously, allegations have emerged that dogs captured in populated areas may have been transported and abandoned in the desert instead of being managed through humane population-control measures. We stress that the precise responsibilities and circumstances must be established through an official investigation. However, the seriousness of these reports requires an immediate response from the competent authorities.
We therefore urgently call for the following concrete measures:
- an immediate emergency intervention in the Safawi desert by qualified veterinarians and animal-welfare personnel;
- an accurate census of all animals currently present in the area;
- immediate provision of sufficient clean water and appropriate food;
- urgent veterinary examinations and treatment for sick, injured, dehydrated and severely weakened animals;
- immediate rescue and removal from the desert of animals in critical condition, including puppies, nursing mothers and other particularly vulnerable animals;
- transfer of rescued animals to appropriate facilities where they can receive adequate shelter, food, water and veterinary care;
- an immediate prohibition on any further dumping or abandonment of dogs in the desert;
- investigation into all vehicles, contractors, individuals or public bodies potentially involved in transporting animals to Safawi;
- establishment of where the animals originated and under whose authority they were captured and transported;
- sterilisation and vaccination programmes, together with identification and microchipping where medically appropriate;
- cooperation with qualified Jordanian and international animal-welfare organisations in the rescue, treatment and monitoring of these animals;
- publication of an official report stating how many animals have been found, rescued, treated, transferred or died;
- adoption of a humane, sustainable long-term strategy based on sterilisation, vaccination, responsible management, adoption and prevention of abandonment, rather than displacement of animals to remote desert areas.
These requests are particularly urgent because Jordan itself has established animal-welfare rules and programmes concerning the management of stray dogs. The country's Animal Welfare Regulation No. 11 of 2010 and subsequent instructions address the treatment, transport, care and protection of animals. Furthermore, the official ABC approach promoted by Jordanian authorities is based on humane capture, sterilisation, vaccination and return to the area where animals were captured.
This raises a fundamental question: if the official policy is based on humane management, sterilisation, vaccination and return, why are thousands of dogs reportedly concentrated in a remote desert environment where adequate access to water, food and veterinary care appears impossible to guarantee?
We also note that Article 472 of the Jordanian Penal Code addresses the abandonment of domestic animals without food and serious neglect. The competent authorities must therefore establish whether any conduct reported in Safawi constitutes a violation of Jordanian law.
This situation is also causing growing international indignation. Concern for animal welfare is not confined to Western countries: awareness of the protection of animals and opposition to cruelty are growing across societies and cultures worldwide.
If the reported treatment of these animals is confirmed, images of dogs abandoned in a desert environment without adequate access to water, food and veterinary care risk seriously damaging Jordan's international reputation.
This is therefore not only a matter of animal welfare, but also of the credibility of Jordan's institutions and of their commitment to enforcing the country's own animal-welfare legislation.
Jordan should not allow images of animals suffering and potentially dying in the desert to become an international symbol of a system of stray-animal management incompatible with the principles of animal welfare recognised by Jordanian law.
It is in Jordan's own interest to act urgently, transparently and decisively, establish the facts and responsibilities, rescue the animals at risk and demonstrate that cruelty, abandonment and serious neglect of animals will not be tolerated.
We also respectfully request that the authorities clarify publicly what measures have been taken following the concerns already raised by international animal-welfare organisations, including OIPA International, regarding the Safawi situation.
We urge the competent authorities not to wait for further animals to die before taking action. These animals are alive now, they are suffering now, and they need immediate protection.
We trust that this matter will receive the urgent attention it deserves and that concrete emergency measures will be taken without delay.
