尊敬的荆州市有关主管部门、荆州理工职业学院、荆州市教育局、荆州市公安局及湖北省有关部门：
我写信是为了表达我对2026年9月23日据称发生在湖北省荆州市荆州理工职业学院的一起严重事件的强烈愤慨和深切关切。
根据目前在网络上传播的图片、视频及相关举报信息，据称该校部分工作人员使用铁棍对一只狗实施了极其残忍的暴力行为，并最终导致该动物死亡。相关画面显示出令人极度震惊的暴力程度。
我们恳请有关部门立即核实这些视频和信息的真实性以及事件的完整经过，并依法查明所有涉事人员及其可能承担的责任。
尤其令人担忧的是，相关举报称这一事件发生在学生面前。
如果这一情况得到证实，那么事件的严重性将更加令人震惊。这不仅意味着一只无法为自己辩护的动物遭受了极端暴力，也意味着年轻学生可能在一个本应承担教育和人格培养责任的校园环境中亲眼目睹了这样的场景。
当年轻人亲眼看到一个无辜、无力反抗的生命遭受如此暴力时，他们会从中得到怎样的信息？
对无辜动物的暴力绝不应该成为一种可以被视为正常、可以被容忍或者可以被合理化的行为，尤其不应该发生在教育机构之中。
成年人在年轻人面前所做的一切，都会或多或少地向下一代传递什么是可以接受的、什么是不可接受的行为。因此，如果此次事件确实发生在学生面前，我们认为这一问题不仅涉及动物保护，也涉及学校的教育责任以及学生所处的校园环境。
近年来，类似针对动物的暴力事件引发的国际关注已经远远超越国界。这并不是所谓“西方社会”的单一敏感性。世界各地越来越多的普通民众、动物保护组织以及社会团体都在明确反对对动物实施残忍和不必要的暴力。
对生命的尊重并不属于某一个国家或某一种文化。
一个社会的文明程度，也体现在它如何对待那些最弱小、最无助、无法保护自己的生命。
因此，我们郑重请求有关部门：
* 立即对这一事件展开紧急、全面、透明的调查；
* 及时调取并保存校园监控录像、现场视频以及其他可能的证据；
* 查明所有实际参与事件的人员身份；
* 查明是否有人下达、授权、组织或默许了相关行动；
* 核实当时是否存在针对校园流浪动物的相关处置规定，以及这些规定是否得到遵守；
* 查明是否存在其他可以避免暴力的处理方式，以及这些方式是否曾被考虑和采用；
* 对任何个人或机构可能承担的责任进行调查；
* 如果相关事件得到证实，请学校及有关部门对此作出正式说明；
* 采取具体措施，防止类似事件再次发生，尤其是防止学生再次暴露于此类极端暴力场景之中。
我们并不是在没有调查的情况下预先认定任何个人或机构有罪。正因为如此，我们才要求有关部门根据视频、监控、证人证言及其他证据，对事件进行独立、认真和透明的调查，并公布依法查明的事实和责任。
但是，如果目前传播的内容得到证实，那么这绝不能被视为一件无关紧要的小事。
一个教育机构的职责应当包括培养责任感、尊重生命以及对弱者的基本同情，而不应该让年轻学生看到一个无助的动物在校园环境中遭受极端暴力。
我们要求有关部门迅速介入，全面查明事实，并在调查完成后对已经确认的责任依法处理。

Dear Competent Authorities of Jingzhou,
Jingzhou Polytechnic Vocational College,

and the relevant authorities of Hubei Province,
I am writing to express my profound indignation and grave concern regarding a disturbing incident reportedly occurring on 23 September 2026 at Jingzhou Polytechnic Vocational College in Jingzhou, Hubei Province.
According to images, video footage and reports currently circulating online, some members of the college staff allegedly used iron rods to violently attack and ultimately kill a dog in an extremely brutal manner. The footage reportedly shows an extraordinary level of violence against the animal.
We urgently ask the competent authorities to verify the authenticity of this material and establish the full circumstances of the incident, including the identities of all persons involved and any responsibility that may arise.
Of particular concern is the report that the incident allegedly took place in front of students.
If this is confirmed, the seriousness of the matter would be even greater. It would not only mean that a defenseless animal was subjected to extreme violence, but that young people may have witnessed such a scene inside an educational institution entrusted with their education and personal development.
What message is being conveyed to a younger generation when they witness an innocent and defenseless living being subjected to such violence?
Violence against a helpless animal should never become something ordinary, tolerated or normalized, particularly within an educational institution.
What adults do in front of young people inevitably contributes, consciously or unconsciously, to shaping their understanding of what society considers acceptable. If this incident did occur in front of students, it therefore raises not only serious concerns regarding the treatment of the animal, but also questions about the educational responsibility of the institution and the environment in which students are being educated.
In recent years, international indignation over cases of animal cruelty has increasingly crossed national and cultural borders. This is not merely a so-called “Western” concern. People, citizens' groups and animal-protection organizations in many parts of the world are increasingly speaking out against cruelty and unnecessary violence towards animals.
Respect for life does not belong to one country or one culture.
The civilization of a society is also reflected in the way it treats those who are most vulnerable, defenseless and unable to protect themselves.
We therefore respectfully request that the competent authorities:
* immediately open an urgent, thorough and transparent investigation into the incident;
* secure and preserve all relevant campus CCTV footage, videos and other potential evidence;
* identify all individuals who were directly involved;
* determine whether anyone ordered, authorized, organized or permitted the action;
* verify what procedures and regulations applied to the management of stray animals on the campus and whether they were followed;
* establish whether non-violent alternatives were available and whether they were considered or used;
* investigate any individual or institutional responsibility that may be established;
* if the incident is confirmed, provide an official explanation from the college and the relevant authorities;
* take concrete measures to prevent similar incidents from occurring again, particularly to prevent students from being exposed to such extreme acts of violence.
We are not seeking to prejudge any individual or institution before an investigation has been conducted. Precisely for this reason, we are asking the competent authorities to establish the facts through a serious, transparent investigation based on the available video footage, CCTV recordings, witness statements and other evidence, and to make known the facts and responsibilities established according to law.
However, if the information currently circulating is confirmed, this cannot be treated as an insignificant matter.
An educational institution should help cultivate responsibility, respect for life and compassion towards the vulnerable. It should not expose young students to the sight of a defenseless animal being subjected to extreme violence within an educational environment.
We therefore urge the competent authorities to intervene promptly, establish the full truth of what occurred, and take appropriate action against any responsibility established by the investigation.
