السادة المحترمون،
أتقدم إليكم بهذا البلاغ الرسمي بشأن تداول مقاطع فيديو ومحتويات عبر الإنترنت تتضمن حالات يُشتبه في أنها إساءة شديدة ومعاملة قاسية للحيوانات، ويبدو أنها مرتبطة بمواد منشورة من الحساب نفسه وتتعلق بأراضي سلطنة عُمان.
إن المواد المُبلغ عنها مقلقة للغاية وقد أثارت استنكاراً دولياً عميقاً. ولا يقتصر القلق على المعاناة التي يُزعم ظهورها في المقاطع الفردية، بل يشمل أيضاً نشر هذه المواد على نطاق عام، واحتمال استمرار تداول صور شديدة الخطورة دون التحقق بشكل كافٍ من الظروف التي تم إنتاجها فيها ومن أي مسؤولية مرتبطة بالأفعال الظاهرة فيها.
ويذكر صاحب الحساب أن الغرض من نشر المحتوى المتعلق بالحيوانات هو رفع مستوى الوعي ومنع إيذاء الحيوانات. ونورد هذا التصريح من باب استكمال الصورة. ولهذا السبب تحديداً، نرى أنه من الضروري أن تتحقق السلطات المختصة من مصدر المواد، والظروف المحيطة بالأحداث الظاهرة فيها، وموقعها المحتمل داخل سلطنة عُمان، وما إذا كانت قد وقعت أي انتهاكات للقوانين المعمول بها.
إن تداول هذه المواد يثير استنكاراً دولياً متزايداً. ولا يمكن اعتبار حماية الحيوانات ومكافحة القسوة مسائل تخص العالم الغربي حصراً أو سياقاً ثقافياً معيناً. فالاهتمام بمعاناة الحيوانات أصبح بشكل متزايد قضية دولية، ولا يمكن اعتبار حالات القسوة المزعومة مجرد مسائل محلية عندما يتم نشر مواد مقلقة منها بشكل علني عبر الإنترنت.
ومما يثير القلق بشكل خاص أن هذه المواد متاحة للجمهور على نطاق واسع، بما في ذلك القُصّر. وقد تتسبب المقاطع التي تُظهر العنف والقسوة تجاه الحيوانات في اضطراب نفسي شديد للمشاهدين، كما أن التعرض المتكرر لها قد يسهم في إزالة الحساسية تجاه العنف وتطبيع مشاهد القسوة، وفي بعض الظروف، قد ينطوي على خطر التقليد أو المحاكاة. ومن ثم، فإن التداول غير المنضبط لهذه المواد قد يسهم في التقليل من خطورة معاناة الحيوانات أو حتى تقديم القسوة باعتبارها نوعاً من الترفيه.
تمتلك سلطنة عُمان إطاراً قانونياً خاصاً بحماية الحيوانات ورعايتها. فالمرسوم السلطاني رقم 21/2017 بإصدار قانون الرفق بالحيوان يضع التزامات تهدف إلى منع إلحاق الضرر والإصابة والألم والمعاناة بالحيوانات، فضلاً عن إجراءات التفتيش والإنفاذ والعقوبات على المخالفات. وقد تم استكمال هذا الإطار القانوني لاحقاً بأحكام تنفيذية بموجب القرار الوزاري رقم 255/2020.
وبناءً على هذا الإطار القانوني، نلتمس بكل احترام من السلطات المختصة:
- التحقق بصورة عاجلة من مصدر المواد وأصلها والظروف المحيطة بالأفعال الظاهرة في المقاطع؛
- تحديد مكان وقوع الحوادث، حيثما أمكن، وهوية أي أشخاص متورطين؛
- التحقق مما إذا كانت هناك مواد إضافية تتعلق بالحوادث أو الأشخاص أنفسهم؛
- تقييم ما إذا كانت قد وقعت أي انتهاكات لتشريعات الرفق بالحيوان في سلطنة عُمان؛
- اتخاذ الإجراءات القانونية المناسبة بحق المسؤولين، في حال ثبوت وجود مخالفات؛
- تقييم، في حدود الصلاحيات القانونية، مسألة نشر هذه المواد على نطاق عام وأي قضايا تتعلق بحماية القُصّر ومنع تطبيع العنف.

إن حماية الحيوانات تمثل مسؤولية عامة تتطلب إجراءات واضحة وسريعة وقابلة للتتبع والتحقق. وفي مواجهة مواد من هذا النوع، فإن عدم إجراء التحقيقات قد يترك دون إجابة ليس فقط مسألة المعاناة التي يُزعم إلحاقها بالحيوانات، وإنما أيضاً مسألة تعريضها العلني لهذه المواد والتأثير الأوسع لنشر صور قد تسبب اضطراباً وتساهم في تطبيع القسوة.
وعليه، نلتمس بكل احترام أن يحظى هذا البلاغ بالاهتمام الجاد وأن تُجرى التحقيقات المناسبة وفقاً للإطار القانوني المعمول به.

Dear Sir/Madam,
I am writing to formally report the online circulation of videos and content depicting alleged severe cases of animal abuse and cruelty, apparently connected to material published by the same account and relating to the territory of Oman.
The reported material is extremely disturbing and has generated profound international indignation. The concern is not limited to the suffering allegedly shown in the individual videos, but also extends to the public dissemination of such material and the possibility that extremely serious images may continue to circulate without adequate verification of the circumstances in which they were produced and of any responsibility connected to the acts depicted.
The account holder states that the purpose of publishing animal-related content is to raise awareness and prevent animals from being harmed. This statement is reported for completeness. Precisely for this reason, we believe that the competent authorities should establish the origin of the material, the circumstances surrounding the events depicted, their possible location in Oman, and whether any violations of applicable law have occurred.
The circulation of such material is generating growing international indignation. Animal protection and the fight against cruelty cannot be regarded as matters belonging exclusively to the Western world or to a particular cultural context. Concern for animal suffering is increasingly an international issue, and cases of alleged cruelty can no longer be considered merely local matters when disturbing material is publicly disseminated online.
Particularly concerning is the fact that such material is publicly accessible to a broad audience, including minors. Videos depicting violence and cruelty towards animals may cause serious distress to viewers and, through repeated exposure, may contribute to desensitisation, the normalisation of violence and, in certain circumstances, a risk of imitation or emulation. The uncontrolled dissemination of such material may therefore contribute to trivialising animal suffering or even presenting cruelty as entertainment.
Oman has a specific legal framework concerning animal protection and welfare. Royal Decree No. 21/2017, issuing the Animal Welfare Law, establishes obligations aimed at preventing harm, injury, pain and suffering to animals, as well as inspection and enforcement measures and sanctions for violations. The legal framework was subsequently supplemented by implementing provisions under Ministerial Decision No. 255/2020.
In light of this legal framework, we respectfully request that the competent authorities:
- urgently verify the origin, provenance and circumstances of the acts depicted in the videos;
- establish, where possible, the location where the incidents occurred and the identity of any persons involved;
- determine whether further content relating to the same incidents or individuals is available;
- assess whether any violations of Omani animal welfare legislation have occurred;
- where violations are established, take the appropriate legal measures against those responsible;
- assess, within the scope of their legal powers, the public dissemination of such material and any issues concerning the protection of minors and the prevention of the normalisation of violence.

The protection of animals represents a public responsibility requiring clear, timely, traceable and verifiable action. In the face of material of this nature, failure to investigate risks leaving unanswered not only the suffering allegedly inflicted upon the animals, but also their public exposure and the wider impact of disseminating images capable of causing distress and normalising cruelty.
We therefore respectfully request that this report be given serious consideration and that the appropriate investigations be carried out in accordance with the applicable legal framework.
