尊敬的有关部门、抖音平台、动物保护组织及媒体:
我们谨向贵方举报一起令人极度震惊和严重关切的涉嫌虐待动物及传播极端暴力内容事件。
据公开发布的举报信息,一个抖音账号“瓦的伐恪”(抖音号:47563373332,公开截图显示IP属地:贵州)被指长期在抖音平台传播涉及虐杀、严重虐待猫的视频内容。
根据公开举报信息,相关视频据称包括将猫关入铁笼、故意进行水淹、使用铁棍殴打等残忍虐待行为。该账号发布的视频配文中还据称使用“四驱改造”等表述;根据公开举报者的解释,该词在相关内容中涉及对动物四肢实施严重伤害甚至切断。
鉴于目前掌握的信息主要来源于公开举报及相关截图,我们并不在调查完成之前预先认定任何个人的法律责任。但是,这些指控的严重程度以及公开展示的相关内容,足以要求平台和有关主管部门立即进行核查。
如此极端的暴力和虐待行为绝不能被简单视为普通网络内容,更不能成为娱乐、流量或吸引关注的手段。
将动物遭受极端痛苦的画面公开传播,不仅涉及动物本身所遭受的伤害,也可能给公众造成严重的心理不适和冲击。尤其值得关注的是,此类内容可能被未成年人接触,并可能造成对暴力和虐待行为的麻木、正常化甚至模仿风险。
中国现行《网络信息内容生态治理规定》第七条第(五)项明确涉及“展现血腥、惊悚、残忍等致人身心不适”的不良信息;第七条第(八)项同时涉及“可能引发未成年人模仿不安全行为和违反社会公德行为”等内容。
更为重要的是,该规定第十条要求网络信息内容服务平台加强信息内容管理;发现第六条、第七条规定的信息时,应当依法立即采取处置措施、保存有关记录,并向有关主管部门报告。
国家互联网信息办公室对该规定的公开解读还明确将网络上发布“虐杀动物”的血腥、残忍图片和视频作为此类有害内容的实例,并特别指出其可能对未成年人造成严重心理影响。
因此,我们恳请有关部门及平台:
1. 对抖音账号“瓦的伐恪”(抖音号:47563373332)及其历史发布内容进行全面调查和核查;
2. 立即保存相关视频、账号资料、发布记录及其他数字证据,防止内容删除后导致证据灭失;
3. 在法律及有关规定允许的范围内核实账号运营者身份及相关行为;
4. 对经核实违反平台规则或现行法律法规的内容及账号及时采取相应措施;
5. 如调查发现涉嫌违法犯罪的事实或线索,请依法移交有关主管部门处理;
6. 对该账号是否长期、反复制作或传播类似内容进行核查,而不仅限于目前公开举报的个别视频;
7. 对未成年人可能接触、传播或模仿此类极端暴力内容的风险给予特别关注;
8. 请有关平台和主管部门对本次举报予以正式受理,并在可能的情况下告知处理结果。
我们同时希望强调,反对对动物施加毫无必要的残忍和痛苦并非属于某一个国家或某一种文化的价值观。世界各地越来越多的公民和组织都在关注动物福利以及网络传播极端虐待动物内容所造成的社会影响。
我们真诚希望中国进一步加强动物保护相关法律制度和有效执行机制,使严重虐待动物的行为能够得到调查和追责,同时进一步加强对网络平台传播极端暴力、虐待动物内容的监管。
我们再次强调:我们并不要求在未经调查的情况下预先认定任何人的法律责任。
我们要求的是:认真调查、立即保存证据、核实事实,并在事实得到确认后依法依规采取措施。
动物的痛苦不应该成为娱乐,不应该成为流量,更不应该成为任何人的“内容”。
请对此事给予严肃关注,并尽可能采取及时有效的行动。

Dear Members of the European Parliament,
We are writing to bring to your attention a deeply disturbing case involving the alleged dissemination of extreme animal cruelty through the Chinese social-media platform Douyin.
A Douyin account identified as “瓦的伐恪” (Douyin ID 47563373332), with screenshots reporting its IP location as Guizhou, has been publicly reported as being associated with videos depicting severe cruelty and violence against cats.
According to the publicly available report, the alleged material includes cats being confined in metal cages, deliberately subjected to drowning and beaten with iron rods. The account is also reportedly associated with captions using the expression “四驱改造” (“four-wheel-drive modification”), which the public reporting source interprets, in the context of this material, as referring to severe mutilation or severing of an animal’s limbs.
We emphasise that these allegations should be investigated and verified and that no individual’s legal responsibility should be prejudged. Nevertheless, the seriousness of the allegations and the material presented in the public report warrant prompt examination by the platform and the competent authorities.
Content depicting the deliberate infliction of extreme suffering on animals should not be treated simply as entertainment, engagement or ordinary online content.
When exceptionally cruel material is repeatedly produced, circulated and made accessible online, the issue extends beyond the suffering of the individual animals involved. It raises serious concerns about the normalisation of violence and cruelty, the exposure of minors to disturbing material and the potential risk of imitation.
Chinese regulations themselves provide a relevant framework. Article 7(5) of the Provisions on the Governance of the Online Information Content Ecosystem addresses online information displaying bloody, horrifying or cruel material capable of causing physical or psychological discomfort. Article 7(8) addresses material that may induce minors to imitate unsafe conduct or behaviour contrary to social morality.
Article 10 further requires online information-content service platforms, upon discovering information covered by Articles 6 and 7, to take appropriate measures in accordance with the law, preserve relevant records and report the matter to the competent authorities.
An official interpretation published by the Cyberspace Administration of China has specifically referred to online images and videos involving the killing or abuse of animals as an example of bloody and cruel material and highlighted the potentially serious psychological impact of such content on minors.
We therefore respectfully ask you, within the scope of your institutional responsibilities, to take note of this case and, where appropriate, draw attention to the broader issue of extreme animal cruelty being recorded, disseminated and potentially normalised through social-media platforms.
We respectfully request that the competent authorities and platform operators:
1. investigate the reported Douyin account and its historical activity;
2. preserve the relevant videos, account information, publication records and other digital evidence before material can be deleted or lost;
3. establish, within the limits permitted by applicable law, the identity of the account operator and verify the reported conduct;
4. take appropriate action regarding content or accounts found to violate applicable laws, regulations or platform rules;
5. refer any evidence of possible unlawful or criminal conduct to the competent authorities;
6. determine whether the account has repeatedly produced or disseminated similar material, rather than examining only the individual videos currently reported;
7. give particular attention to the potential exposure of minors to such material and the associated risk of imitation;
8. where possible, provide confirmation that the report has been received and appropriately examined.
This should not be dismissed as merely a “Western” concern. Compassion for animals and opposition to gratuitous suffering are shared by citizens and organisations across cultures and national borders.
We believe that stronger and more comprehensive animal-protection legislation, together with effective enforcement mechanisms, is necessary to ensure that extreme acts of cruelty against animals can be properly investigated and that those responsible can be held accountable when violations are established.
We are not asking anyone to prejudge these allegations.
We are asking that they be taken seriously, that the available evidence be promptly preserved, that the facts be investigated and that appropriate action be taken where the allegations are substantiated.
The suffering of animals should never become entertainment, online spectacle or a source of engagement.
We respectfully ask that this case not be overlooked.
