Dear Sir/Madam,
I am writing from Italy to report a deeply disturbing situation concerning repeated scenes of apparent horse abuse publicly shared on a Facebook profile based in Zagazig, Egypt.

I respectfully ask the competent authorities and animal-welfare organizations to directly examine this Facebook content and, where possible, the other videos published by the same profile.
The profile contains numerous videos involving horses in situations that appear to show severe exhaustion, excessive physical effort and mistreatment. What is particularly disturbing is that the suffering of these animals appears to be turned into a spectacle and presented publicly as entertainment.
Among the material is a post showing a visibly exhausted horse being forced to pull a carriage carrying a very large number of people. The condition of the animal and the apparent physical burden are extremely concerning.
There are numerous other videos involving horses on the profile, and some contents appear to have already been reported, removed or restricted. Nevertheless, disturbing material remains publicly accessible.
We therefore ask that the profile and its publicly available material be formally reviewed, that the circumstances documented in the videos be investigated, and that the animals and people involved be identified wherever possible.
We also urgently call for more effective and regular controls on horses used for carriages and tourist transportation, particularly in areas such as Giza, where the use of working horses has repeatedly raised serious animal-welfare concerns.
The existence of animal-welfare provisions is meaningful only if they are effectively enforced and if animals subjected to excessive workloads or mistreatment are actually protected.
These images do not remain within Egypt. They are publicly accessible online and are seen by an international audience, generating profound indignation among people concerned about animal welfare.
The repeated publication of animal suffering as entertainment also risks damaging Egypt's international image. This is not a criticism of Egyptian people or Egyptian culture. It is an appeal for effective enforcement of animal-welfare protections and for the humane treatment of working animals.
We therefore respectfully request:
- an official review of the Facebook profile and the linked content;
- investigation of the incidents documented in the videos;
- identification of the locations, animals and people involved wherever possible;
- veterinary assessment of horses that may be at risk;
- intervention where excessive workloads, abuse or other violations are established;
- stronger and more frequent inspections of horses used for carriages and tourist transportation;
- effective enforcement of the applicable animal-welfare provisions.
No exhausted or suffering animal should be turned into entertainment, filmed, and publicly shared as though its suffering were acceptable.
We sincerely hope that this report will be taken seriously and that the material provided will be examined directly.

أرجو من الجهات المختصة ومنظمات حماية الحيوان فحص هذا المحتوى على فيسبوك بشكل مباشر، وكذلك مراجعة مقاطع الفيديو الأخرى المنشورة على الحساب نفسه، قدر الإمكان.
يحتوي الحساب على العديد من مقاطع الفيديو التي تظهر فيها خيول في أوضاع يبدو فيها عليها الإرهاق الشديد والمجهود البدني المفرط وسوء المعاملة. والأمر الأكثر إثارة للقلق هو أن معاناة هذه الحيوانات تبدو وكأنها تحوَّل إلى نوع من المشاهد الترفيهية ويتم عرضها للجمهور بشكل علني.
ومن بين المواد المنشورة مقطع يظهر فيه حصان يبدو عليه الإرهاق الشديد وهو يُجبر على جر عربة تحمل عددًا كبيرًا جدًا من الأشخاص. إن حالة الحيوان والعبء البدني الظاهر عليه أمران يثيران بالغ القلق.
كما توجد على الحساب مقاطع أخرى عديدة تتعلق بالخيول، ويبدو أن بعض المحتويات قد تم الإبلاغ عنها أو حذفها أو تقييد الوصول إليها. ومع ذلك، لا تزال هناك مواد أخرى مثيرة للقلق متاحة للجمهور.
لذلك نطلب بكل احترام إجراء مراجعة رسمية للحساب والمحتوى المتاح عليه، والتحقق من الوقائع الظاهرة في مقاطع الفيديو، وتحديد أماكن وقوعها والأشخاص والحيوانات المعنية، كلما كان ذلك ممكنًا.
كما نطالب بشكل عاجل بإجراء مزيد من عمليات التفتيش والرقابة المنتظمة والفعالة على الخيول المستخدمة في العربات والنقل السياحي، ولا سيما في مناطق مثل الجيزة، حيث أثارت أوضاع الخيول المستخدمة في نقل السياح مخاوف جدية ومتكررة بشأن رفاهية الحيوانات.
إن وجود القوانين واللوائح المتعلقة بحماية الحيوانات لا يكون ذا معنى حقيقي إلا إذا تم تطبيقها بفعالية، وإذا تمت حماية الحيوانات التي تتعرض لأحمال مفرطة أو لسوء المعاملة بشكل فعلي.
هذه الصور والمقاطع لا تبقى داخل مصر. فهي متاحة علنًا عبر الإنترنت ويشاهدها جمهور دولي، مما يثير استياءً وقلقًا بالغين لدى الأشخاص المهتمين بحماية الحيوانات ورفاهيتها في مختلف أنحاء العالم.
كما أن نشر معاناة الحيوانات بصورة متكررة على أنها وسيلة للترفيه يمكن أن يضر بصورة مصر على المستوى الدولي. وهذه الرسالة ليست انتقادًا للشعب المصري أو للثقافة المصرية، وإنما هي دعوة إلى تطبيق قوانين حماية الحيوان بشكل فعال وضمان معاملة حيوانات العمل بطريقة إنسانية.
وعليه، نلتمس بكل احترام ما يلي:
- فحص حساب فيسبوك والمحتوى المرتبط به بشكل رسمي؛
- التحقيق في الوقائع التي تظهر في مقاطع الفيديو؛
- تحديد أماكن وقوع هذه الحوادث والأشخاص والحيوانات المعنية، كلما أمكن ذلك؛
- إجراء فحوصات بيطرية للخيول التي قد تكون معرضة للخطر؛
- اتخاذ الإجراءات المناسبة في حال ثبوت وجود أحمال مفرطة أو إساءة معاملة أو أي مخالفات؛
- زيادة وتيرة وفعالية عمليات التفتيش على الخيول المستخدمة في العربات والنقل السياحي؛
- تطبيق القوانين واللوائح المعمول بها لحماية الحيوانات بشكل فعلي.
لا ينبغي أبدًا تحويل معاناة حيوان منهك أو متألم إلى وسيلة للترفيه، أو تصويرها ونشرها علنًا وكأن معاناة الحيوان أمر مقبول.
نأمل بصدق أن يتم التعامل مع هذا البلاغ بجدية وأن يتم فحص المواد المرفقة والمشار إليها بشكل مباشر.
