Уважаемые господа,
обращаюсь к вам в связи с ситуацией с бурым медведем по имени Михалыч, который на протяжении многих лет содержится в кафе «Тайга», расположенном на 121-м километре трассы Р-257 «Енисей» в Красноярском крае.
В июле 2026 года видеозапись с медведем, находящимся в небольшом ограждённом вольере, получила широкое распространение в социальных сетях и вызвала серьёзную общественную реакцию. На видеозаписи видны условия содержания, которые вызвали у граждан и зоозащитников вопросы относительно благополучия животного, в частности состояние воды и общее состояние места содержания.
Насколько мне известно, представители Росприроднадзора проводили проверки и не выявили оснований для принудительного изъятия животного. Также сообщалось, что медведь содержится у владельца уже много лет и что в соответствии с действующим законодательством животные, приобретённые до 1 января 2020 года, могут оставаться у владельцев до естественной смерти.
Однако отсутствие юридических оснований для принудительного изъятия, на мой взгляд, не должно означать отсутствие возможности найти для животного более подходящее и гуманное решение.
В связи с этим прошу рассмотреть возможность:
1. Проведения независимой ветеринарной оценки состояния здоровья и благополучия медведя.
2. Проверки того, соответствуют ли фактические условия содержания животного всем необходимым требованиям, включая качество воды, размеры и состояние вольера, возможность укрытия, обогащение среды и другие условия, необходимые для длительного содержания дикого животного.
3. Уточнения, действительно ли владелец готов добровольно передать медведя специализированному учреждению, имеющему соответствующие условия для содержания бурых медведей.
4. В случае согласия владельца — содействия в организации безопасного и законного перевода животного в специализированный центр.
Я понимаю, что выпуск такого животного в дикую природу после столь длительного содержания в неволе невозможен или может представлять серьёзную опасность как для самого животного, так и для людей. Именно поэтому речь идёт не о выпуске в природу, а о поиске профессионального учреждения, где медведь мог бы провести оставшуюся жизнь в максимально подходящих для него условиях.
С учётом огромного общественного внимания к этой ситуации и многочисленных обращений граждан прошу не ограничиваться исключительно вопросом наличия оснований для конфискации, а рассмотреть возможность достижения гуманного добровольного решения в интересах животного.
Прошу сообщить, какие дальнейшие меры могут быть предприняты компетентными органами и возможно ли содействие в добровольной передаче медведя специализированному учреждению.

Dear Sir or Madam,
I am writing regarding the situation of a brown bear named Mikhailych, who has reportedly been kept for many years at the Taiga Café, located at kilometre 121 of the R-257 “Yenisei” highway in Krasnoyarsk Krai.
In July 2026, a video showing the bear in a small enclosed area was widely circulated on social media and generated significant public concern. The footage showed conditions that raised questions among members of the public and animal-welfare advocates regarding the animal’s welfare, particularly the condition of the water and the overall environment in which the bear is kept.
As I understand it, representatives of Rosprirodnadzor carried out inspections and found no grounds for compulsory confiscation of the animal. It was also reported that the bear has been kept by the owner for many years and that, under the applicable legislation, animals acquired before 1 January 2020 may remain with their owners until their natural death.
However, the absence of legal grounds for compulsory confiscation should not, in my view, mean that there is no possibility of finding a more appropriate and humane solution for the animal.
I therefore respectfully ask that you consider:
1. Arranging an independent veterinary assessment of the bear’s health and welfare.
2. Verifying whether the actual conditions in which the bear is kept fully comply with all applicable requirements, including the quality of the water, the size and condition of the enclosure, access to shelter, environmental enrichment and other conditions necessary for the long-term keeping of a wild animal.
3. Clarifying whether the owner is genuinely willing to voluntarily transfer the bear to a specialised facility equipped to care for brown bears.
4. If the owner agrees, facilitating the safe and lawful transfer of the animal to an appropriate specialised facility.
I understand that releasing an animal that has spent such a long period in captivity into the wild may be impossible or could pose serious risks both to the animal and to people. For this reason, I am not requesting its release into the wild, but rather asking that a professional facility be identified where the bear could spend the remainder of its life under conditions better suited to its welfare.
Given the enormous public attention surrounding this case and the numerous appeals from concerned citizens, I respectfully ask that the matter not be considered solely from the perspective of whether compulsory confiscation is legally justified, but also from the perspective of whether a humane voluntary solution can be achieved in the best interests of the animal.
I would be grateful if you could inform me what further measures the competent authorities may take and whether assistance can be provided to facilitate the voluntary transfer of the bear to a specialised facility.
