URGENT REQUEST FOR INVESTIGATION AND PROSECUTION – Severe Animal Cruelty Against Kittens in Cabuyao, Laguna

Dear Sir/Madam,

I am writing from Italy to express my profound indignation and deep concern regarding the horrific case of animal cruelty that reportedly occurred in Cabuyao, Laguna, where helpless kittens were deliberately burned while the perpetrators filmed themselves laughing and apparently creating content for social media.

The deliberate infliction of suffering on completely defenseless animals is an appalling act of cruelty that cannot be dismissed as a joke, a prank, a moment of recklessness, or simply attributed to alcohol. These animals were unable to defend themselves or escape the suffering inflicted upon them.

What is particularly disturbing is that the abuse appears to have been recorded and shared as social media “content”. Turning the suffering of vulnerable animals into entertainment for views, attention or notoriety is profoundly reprehensible and sends an extremely dangerous message about violence and compassion.

The international community is increasingly outraged by cases of this nature. Images and videos depicting extreme animal cruelty spread rapidly across social media and generate profound shock, anger and distress among people around the world. Such acts should never be allowed to become normalized or treated as acceptable online entertainment.

There is also an important concern regarding the potential impact of this type of content on children and adolescents. Extremely violent material involving animals can be deeply disturbing even for adults, while repeated exposure to such content may contribute, in some circumstances, to desensitization toward suffering, normalization of violence, or even imitation of violent behavior. The fact that such material can reach minors through social media makes the responsible handling of cases like this even more urgent.

Violence against the most vulnerable and defenseless beings deserves unequivocal condemnation. Animals cannot report their suffering, seek legal protection for themselves, or defend themselves against those who deliberately harm them. It is therefore the responsibility of authorities and society to ensure that acts of cruelty are investigated seriously and that those responsible are held accountable.

According to recent public reports, the Cabuyao City Police have identified the suspects involved in this incident and that appropriate charges are being considered.

In light of the seriousness of the case, I respectfully request that the competent authorities:

1. Confirm whether a formal criminal complaint has already been filed against the identified suspects.

2. Confirm which authority is currently handling the investigation and any potential prosecution of this case.

3. Ensure that all applicable provisions of the Philippine Animal Welfare Act, including Republic Act No. 8485 as amended by Republic Act No. 10631, are fully considered.

4. Ensure that all available evidence is preserved, including the original videos, social media posts, accounts, digital material, witness statements and veterinary documentation.

5. Identify and investigate every person who participated in, encouraged, recorded, facilitated or disseminated the abuse.

6. Ensure that the surviving kittens receive appropriate veterinary treatment, protection and care.

7. Take all appropriate legal measures to ensure that those responsible are held accountable to the fullest extent permitted by Philippine law.

I also respectfully ask that the authorities consider the broader public impact of the dissemination of this material, particularly where violent animal-abuse content is deliberately produced and distributed for attention or entertainment.

This case has generated international outrage precisely because it represents an extreme abuse of vulnerable animals and because their suffering appears to have been intentionally transformed into online content.

I am writing from Italy because animal cruelty is not merely a local concern. The protection of vulnerable animals and the rejection of violence against defenseless beings are matters of fundamental concern to people throughout the international community.

I fully understand that, where an investigation is ongoing, certain details may not be disclosed for investigative reasons and in accordance with applicable law.

I therefore respectfully ask that, to the extent permitted by law, the competent authorities confirm at least that this matter has been taken into consideration and that appropriate investigative and legal measures are being undertaken in relation to the reported acts of cruelty.

Thank you for your attention and for any action that may help ensure justice for these animals and prevent similar acts of cruelty from occurring again.
