대한민국 정부 및
농림축산식품부 관계자 여러분께,

2027년 2월까지 개 식용 산업을 종식하기로 한 대한민국의 역사적인 결정을 환영합니다.

2026년 5월 기준, 등록된 개 사육농장 1,537곳 가운데 1,265곳, 약 82%가 이미 폐업했습니다.

대한민국은 또한 「동물보호법」을 통해 동물학대와 유기를 금지하고 반려동물의 사육 및 거래를 규제하고 있습니다.

이러한 법적 기반과 개 식용 산업 종식이라는 중요한 결정을 바탕으로, 이제 개와 고양이 모두에 대한 보호를 더욱 강화하고 완성해 주실 것을 요청드립니다.

다음과 같은 조치를 요청합니다.

1. 고양이를 명시적으로 보호 대상에 포함
고양이를 식용 목적으로 사육, 포획, 도살, 유통 및 판매하는 행위를 명시적으로 금지해 주십시오.

1. 체계적인 중성화 정책
개와 고양이의 유실·유기 및 개체 수 과잉 문제를 예방하기 위해 지속적이고 광범위한 중성화 사업을 시행해 주십시오.

1. 지역 내 개체 관리 및 감독 강화
개와 고양이 개체 수를 지속적으로 파악하고, 유기, 무분별한 번식, 불법 거래 및 불법 사육에 대한 단속을 강화해 주십시오.

1. 동물등록 및 신원확인 강화
반려동물의 신원확인, 등록 및 추적 관리 체계를 더욱 강화해 주십시오.

1. 반려동물 상업적 번식 및 사육 관리 강화
개와 고양이의 상업적 번식과 사육을 엄격히 규제하고 제한하여 과잉 번식과 그로 인한 유기를 예방해 주십시오.

1. 판매 및 유통 관리 강화
번식업자, 중개업자, 반려동물 판매업체, 온라인 플랫폼, 수입 및 수출을 통한 개와 고양이의 판매와 거래에 대한 관리·감독을 강화해 주십시오.

1. 동물 유기 방지
기존의 동물 유기 금지 규정을 철저히 집행하고, 동물을 구매하거나 입양하는 사람의 책임을 강화해 주십시오.

1. 폐업하는 개 식용 농장의 개들을 보호
폐업하는 개 식용 농장에 남아 있는 개들이 구조·보호되고 입양될 수 있도록 보장하며, 산업의 종식이 해당 동물들의 죽음으로 이어지지 않도록 해 주십시오.

대한민국은 이미 오랫동안 이어져 온 관행도 명확한 입법적 결단을 통해 변화시킬 수 있다는 사실을 보여주었습니다.

이제 다음 단계로 나아가 주시기를 요청드립니다. 고양이에 대한 보호를 명확히 하고, 유실·유기동물 문제와 개체 수 과잉, 무분별한 번식 및 반려동물의 무책임한 상업적 거래를 근본적으로 해결해 주십시오.

대한민국 정부가 이러한 문제와 관련하여 앞으로 어떠한 추가 조치를, 어떤 일정으로 시행할 계획인지 공식적으로 밝혀 주시기를 요청드립니다.

가장 취약한 존재를 보호하는 것은 즉각적으로 이행되어야 할 공적 의무이며, 이를 위해서는 현행 법적 체계에 부합하는 명확하고 추적 가능한 조치가 필요합니다.

To the attention of the Government of the Republic of Korea
and the Ministry of Agriculture, Food and Rural Affairs,

We welcome South Korea’s historic decision to end the dog meat industry by February 2027.

By May 2026, 82% of registered dog farms had already closed: 1,265 out of 1,537.

South Korea also has an Animal Protection Act that protects animals, prohibits animal cruelty and abandonment, and regulates the breeding and trade of companion animals.

Building on this legislation and on the important decision to end the dog meat industry, we now ask the Republic of Korea to complete and strengthen the protection of both dogs and cats.

WE CALL FOR:

1. EXPLICITLY INCLUDE CATS
Extend the prohibition to cats, explicitly banning their breeding, capture, slaughter, distribution and sale for human consumption.

1. STRUCTURAL SPAY/NEUTER PROGRAMS
Prevent stray animal populations and overpopulation through continuous and widespread spay/neuter programs for dogs and cats.

1. TERRITORIAL MONITORING
Monitor dog and cat populations and take effective action against abandonment, uncontrolled breeding, illegal trafficking and unlawful keeping of animals.

1. IDENTIFICATION AND REGISTRATION
Strengthen the identification, registration and traceability of companion animals.

1. CONTROL OF COMMERCIAL BREEDING
Strictly regulate and limit the commercial breeding and reproduction of companion dogs and cats, preventing overproduction and the resulting abandonment of animals.

1. CONTROL OF COMMERCIAL SALES AND TRADE
Strengthen controls on the sale and trade of dogs and cats through breeders, intermediaries, pet shops, online platforms, imports and exports.

1. PREVENTION OF ABANDONMENT
Effectively enforce existing laws against animal abandonment and strengthen the responsibility of those who purchase or adopt an animal.

1. PROTECTION OF DOGS FROM CLOSING DOG MEAT FARMS
Guarantee the rescue, protection and adoption of dogs remaining on farms being closed, ensuring that the end of the industry does not result in the elimination of the animals themselves.

South Korea has already demonstrated that a deeply rooted practice can be overcome through decisive legislative action.

We now ask you to take the next step: explicitly extend protection to cats and address the root causes of stray animal populations, overpopulation, irresponsible breeding and the uncontrolled trade of companion animals.

We respectfully ask the Government of the Republic of Korea to state what further measures it intends to adopt and within what timeframe.

The protection of the most vulnerable constitutes an immediate public duty, requiring clear, traceable actions consistent with the applicable legal framework.
