尊敬的有关负责人:



我写信是希望就广西融水县白云乡保江村与侗族传统活动有关的一项严重动物福利问题,恳请有关部门进行调查、核实并采取适当措施。

公开发表的照片和报道曾记录一种俗称“拉牛上树”的传统仪式:一头活着的牛被绳索吊起并悬挂在树上,直至死亡。整个过程作为公开活动进行,并有包括儿童在内的群众围观。

一些报道和请愿材料还称,动物在这一过程中可能经历非常漫长的痛苦,甚至有说法称其痛苦可能持续数日。对于具体持续时间,我们认为有必要由有关部门进行独立、透明的核实。

但无论持续多久,有一个基本事实都值得严肃审视:将一只有意识、能够感受恐惧和疼痛的动物吊起,使其在无法逃脱的状态下承受严重痛苦直至死亡,本身就是一种完全可以避免的极端伤害。

仅仅以“传统”为由,并不足以使这种行为免于伦理和公共责任的审视。

传统可以发展。

文化可以传承。

但痛苦本身不应成为需要被保护的文化遗产。

尤其值得关注的是,目前融水县正在就自治县相关条例及非物质文化遗产保护问题进行修订和征求意见。

因此,我们特别恳请有关部门明确:任何涉及故意造成动物严重痛苦、虐待、长时间恐惧或折磨的行为,都不应以“传统”“民俗”或“非物质文化遗产”的名义得到保护、宣传或公共支持。

这一事件同时也反映出一个更广泛的问题。

中国目前已经在野生动物、畜牧、动物防疫、食品安全等领域建立了多项法律法规,但至今仍缺乏一部全面、统一、针对故意虐待动物行为的国家性法律。

这一问题在中国国内也曾被公开提出。

2022年,全国人大代表朱列玉曾公开建议制定反虐待动物相关法律,并指出,动物虐待不仅是动物保护问题,还可能涉及社会秩序、公共安全以及国家形象。

近年来,网络上也多次出现故意烧伤、伤害、折磨动物,甚至将动物的痛苦制作成网络内容以获取关注或利益的事件。

当法律无法对这类故意制造痛苦的行为形成明确、有效的约束时,社会就容易向年轻一代传递一个非常危险的信息:

弱者的痛苦可以被忽视。

动物的恐惧可以被娱乐化。

暴力可以成为表演。

这尤其关系到儿童教育。

如果孩子从小看到一只动物被公开吊起、挣扎、恐惧、痛苦,而周围的大人将其视为节庆、传统或娱乐,他们究竟会从中学到什么?

一个社会如何教育儿童看待弱者、痛苦和生命,也在塑造这个社会未来的价值观。

我们也希望特别强调:

一只动物是否被人类视为“宠物”“牲畜”或“食物”,都不会改变它具有感知能力这一事实。

被作为食物使用,并不会让动物失去感受疼痛和恐惧的能力。

人类选择食用某种动物,并不意味着可以无限度地制造痛苦。

食物生产绝不应成为虐待、长期折磨或将痛苦娱乐化的理由。

杀死动物与故意延长动物的恐惧和痛苦,并不是同一个问题。

即使不同文化对于食用动物存在不同的伦理观念,也应当存在一个最基本的社会底线:

不应故意制造不必要的痛苦。

中国是世界上最重要的经济、科技和政治大国之一。

一个国家的文明程度,不应只通过经济规模、基础设施、科技发展或商业成就来衡量。

它同样体现在这个社会如何对待无法为自己发声的生命,如何限制无意义的暴力,以及如何教育下一代尊重生命、尊重弱者、尊重痛苦的真实存在。

因此,我们郑重请求有关部门:

对保江村目前是否仍在举行“拉牛上树”等涉及活体动物的仪式进行独立、透明的调查;
明确调查动物在整个仪式过程中所经历的具体情况,以及死亡方式和持续时间;
如果该活动仍然存在,立即停止任何涉及吊挂、折磨或人为延长动物痛苦的形式;
在融水县非物质文化遗产及传统文化保护制度中,明确排除任何涉及严重动物痛苦的内容;
加强对以娱乐、流量或牟利为目的传播动物虐待内容的监管和处理;
推动中国建立更全面、更明确、更有效的反动物虐待法律和执行机制。
国际社会对这一仪式的关注并非始于今天。

2013年,一项专门针对侗族这一“吊牛”仪式的国际请愿曾获得34,975名支持者。

这说明,多年来,世界各地许多普通公众都无法理解,为什么一只有感知能力的动物必须为了所谓传统承受如此严重的痛苦。

我们无意否定侗族文化,也无意否定中国文化。

恰恰相反。

真正有生命力的文化,能够发展。

真正值得尊敬的传统,能够在保留精神意义的同时,放弃不必要的伤害。

完全可以用象征性的方式取代活体动物的痛苦,而不必消灭节庆本身。

我们希望看到中国不仅作为经济和科技强国受到世界尊重,也能够在保护动物、限制无意义暴力以及建设更有责任感和同理心的社会方面展现领导力。

在缺乏有效法律保护和执法机制的情况下,国际动物保护人士和关心动物福利的消费者,也必然会继续通过和平、合法的经济选择,包括抵制相关商品和服务的方式,表达对改变现状的诉求。

我们更希望有一天,这种压力不再有必要。

我们真诚希望看到改革、责任与同理心。

传统不需要以折磨来延续。

动物被视为“食物”,也不意味着它的痛苦就可以被忽略。

一个真正强大的国家,不应让故意制造痛苦的行为长期处于缺乏有效法律回应的状态。

保护最弱势者是一项刻不容缓的公共责任,需要采取明确、可追溯并符合现行法律框架的具体行动。

Dear Sir or Madam,

I am writing to demand urgent investigation and action concerning the documented “bull-hanging” ceremony associated with the Dong community in Baojiang Village, Baiyun Township, Rongshui County, Guangxi.

Photographic reports have documented a live bovine being lifted and suspended from a tree until death as part of this public ceremony, in front of spectators, including children.

Some reports and petitions describe an extremely slow death and allege that the animal may remain suspended and suffering for a very prolonged period; accounts circulating internationally have even claimed that the ordeal can last for days. The exact duration requires independent verification.

But that uncertainty does not alter the fundamental fact that must be investigated: deliberately suspending a conscious, sentient animal from a tree and allowing it to suffer until death is an extreme form of avoidable suffering.

This cannot be excused simply by describing it as “tradition”.

Cultural traditions evolve. Cultural heritage deserves protection, but cruelty does not.

This issue is particularly urgent because Rongshui is currently revising its regulations concerning the protection of intangible cultural heritage. We therefore specifically ask the competent authorities to ensure that no practice involving deliberate animal suffering, torture or prolonged distress can be protected, promoted or financially supported under the name of cultural heritage.

There is also a wider issue that China can no longer afford to ignore.

China has legislation concerning wildlife, livestock, animal health and other specific sectors, yet it still lacks a comprehensive national law prohibiting cruelty to animals as such.

This legal gap has already been questioned from within China itself. In 2022, National People’s Congress deputy Zhu Lieyu publicly called for an anti-animal-cruelty law, warning that animal abuse is not only an animal-welfare issue but can also affect public safety, social order and the international image of the country.

Repeated reports of animals being deliberately burned, mutilated, tortured or subjected to extreme suffering for online content make this legal vacuum even more disturbing.

The question is not whether an animal is considered a companion animal, a farm animal or an animal destined for food.

Being used for food does not erase sentience.

An animal capable of fear and pain does not cease to feel because humans have decided to eat it. Food production can never be a moral licence for torture, prolonged agony or the transformation of suffering into entertainment.

Killing and deliberate cruelty are not the same issue.

Whatever different societies may believe about eating animals, deliberately inflicting avoidable fear and suffering must have a clear legal limit.

The presence of children makes this case even more serious. Allowing extreme animal suffering to become a public spectacle teaches that the pain of a vulnerable living being can be ignored, celebrated or treated as entertainment. A responsible society should educate future generations in empathy and respect, not normalize gratuitous violence.

China is one of the world’s greatest economic, technological and political powers. With that power comes responsibility.

The dignity and civilization of a country cannot be measured only by economic growth, technology, infrastructure or commercial success. They are also measured by the limits a society places on gratuitous violence and by the protection it gives to beings who cannot defend themselves.

We therefore respectfully but urgently request:

an independent investigation into whether this ceremony is still being performed and exactly what happens to the animals involved;

an immediate end to any form of the ceremony involving the suspension, torture or prolonged suffering of a live animal;

the explicit exclusion of animal cruelty from any protection granted to traditions or intangible cultural heritage;

effective action against deliberate animal-torture content distributed for entertainment or profit;

and serious progress towards comprehensive national anti-cruelty legislation applicable to sentient animals.

International concern about this practice is not new. A Change.org petition launched in 2013 specifically against the Dong bull-hoisting practice collected 34,975 supporters before closing.

If China wishes to be regarded not only as an economic superpower but also as a modern society committed to social responsibility, this is precisely the kind of issue that requires political leadership.

Until effective protections exist and are enforced, animal advocates and concerned consumers internationally will inevitably continue to consider peaceful economic pressure, including boycotts, as a legitimate way of demanding change.

We would much rather see that pressure become unnecessary.

We ask China to choose reform, compassion and responsibility.

No tradition requires torture.

No animal’s status as “food” makes its pain irrelevant.

And no great country should leave deliberate cruelty without an effective legal response.

The protection of the most vulnerable constitutes an immediate public duty, requiring clear, traceable actions consistent with the applicable legal framework.
