致中华人民共和国有关部门及驻外使领馆：

尊敬的有关部门及中华人民共和国驻外使领馆负责人：

本人谨就“旺旺”及其幼崽遭受残忍杀害一事，表达深切的震惊与悲痛。这一事件不仅在中国国内引起广泛关注，也令国际社会众多关心动物福祉的人士深感愤慨。

任何蓄意虐待、折磨或杀害无辜动物的行为，都违背了对生命应有的尊重，也有悖于文明社会所共同倡导的人道主义价值观。此类事件再次凸显了建立完善法律制度、防止动物遭受虐待和暴力侵害的重要性。

为此，本人谨向中华人民共和国政府提出诚挚呼吁，希望能够制定并实施一部全国性的法律，明确禁止并依法惩处一切针对动物的虐待、残害和酷刑行为，为动物提供切实有效的法律保护。

建立健全反对虐待动物的法律体系，不仅有助于预防类似悲剧再次发生，也将进一步弘扬尊重生命、珍视生命的社会价值，体现法治建设和社会文明的不断进步。

本人衷心希望贵馆能够将此函转达有关主管部门，并恳请有关部门认真考虑这一呼吁。

Urgent Appeal for a Nationwide Law Against Animal Cruelty in China

To the competent authorities of the People’s Republic of China and Chinese diplomatic missions abroad,

Dear Sir or Madam,

I am writing to express my profound shock and sorrow over the tragic case of Wang Wang and her puppies, an incident that has caused outrage and grief not only in China but also among countless people around the world concerned about animal protection and welfare.

Any deliberate act of cruelty, torture or killing of innocent animals is incompatible with respect for life and with the humanitarian values that every civil society should uphold.

Cases such as this once again demonstrate the urgent need for a clear and effective national legal framework capable of preventing and punishing acts of cruelty against animals.

I therefore respectfully appeal to the Government and competent authorities of the People’s Republic of China to consider the adoption and implementation of a nationwide law explicitly prohibiting and sanctioning all forms of animal cruelty, abuse, torture and intentional killing, providing animals with effective legal protection.

Such legislation would represent an important step forward in preventing further acts of violence, promoting respect for life and strengthening the values of responsibility, justice and social progress.

I sincerely hope that this appeal will be forwarded to the competent authorities and given serious consideration.

The protection of the most vulnerable is an immediate public responsibility and requires clear, traceable and effective action consistent with the existing legal framework.
