Dear Authorities / Animal Protection Team,

I am writing to express my deepest concern regarding the alarming reports of severe animal neglect and cruelty at the BMC Animal Shelter in Bhiwandi, Maharashtra, India.

Recent videos and testimonies circulating publicly appear to show animals kept in unacceptable conditions, deprived of proper care and subjected to unnecessary suffering. If confirmed, these facts represent a serious violation of Indian animal welfare laws and require an immediate and transparent investigation.

The reported conditions appear to violate, among others:

The Prevention of Cruelty to Animals Act, 1960

Section 11(1)(a): Prohibits causing unnecessary pain or suffering to animals.
Section 11(1)(h): Requires adequate food, water, shelter, and care.
The Constitution of India

Article 51A(g): Establishes the fundamental duty to show compassion towards all living creatures.
The Animal Birth Control (ABC) Rules, 2023

Require humane handling, housing, treatment, and veterinary care for animals kept in municipal shelters.
I respectfully urge your offices to:

Conduct an immediate, independent inspection of the BMC Animal Shelter in Bhiwandi.
Rescue any animals found to be suffering and ensure they receive urgent veterinary treatment.
Secure food, water, sanitation, and appropriate living conditions for every animal at the facility.
Identify and hold accountable any individuals or authorities responsible for violations of the Prevention of Cruelty to Animals Act and all applicable regulations.
Publicly communicate the outcome of the investigation and the corrective actions taken.
Every day of delay may mean further suffering for innocent animals who are entirely dependent on human care.

I trust that your institutions will act swiftly, transparently, and decisively to protect these vulnerable lives.
