Dear Sir or Madam,

I am writing as an Italian citizen to express my profound horror and outrage over the appalling animal cruelty case that occurred in Jieyang, Guangdong Province, where a stray mother dog and her newborn puppies were brutally beaten and burned alive.

The suffering inflicted upon these innocent animals has shocked millions of people around the world. This case has become yet another symbol of a serious legal and ethical gap that China can no longer ignore.

China is today one of the world’s leading economic powers. Such a position carries not only economic influence but also moral responsibility. A nation respected for its economic achievements should also demonstrate leadership in protecting vulnerable living beings and upholding compassion, justice and the rule of law.

For many years, the international community has witnessed repeated reports of extreme cruelty toward companion animals in China. Every new case causes immense global outrage and further damages the international image of the country.

The absence of a comprehensive national Animal Protection Law has become impossible to justify.

The brutality displayed in this case goes far beyond ordinary animal cruelty. It reveals deliberate torture, extreme sadism and a complete absence of empathy. Such acts are not only crimes against animals; they represent a serious danger to society itself.

I urge the Chinese authorities to take immediate action by:
* adopting a comprehensive National Animal Protection Law covering companion, stray and captive animals;
* introducing clear criminal penalties for acts of animal cruelty and torture;
* ensuring a transparent, independent and publicly accountable investigation into the Jieyang case;
* publishing the official findings of the investigation and the measures adopted;
* ensuring that no person responsible for extreme acts of cruelty escapes the full legal consequences permitted under Chinese law;
* introducing effective juvenile intervention programs for minors responsible for severe acts of violence, including mandatory forensic psychiatric and psychological assessment and rehabilitation;
* ensuring that all individuals responsible are immediately placed under secure supervision and prevented from harming any other animals while investigations and legal proceedings continue;
* investigating whether previous acts of cruelty committed by the same individuals have been ignored or concealed;
* protecting citizens, rescuers, journalists, volunteers and whistleblowers who courageously report animal abuse;
* guaranteeing that individuals exposing cruelty are never intimidated, threatened or silenced;
* ensuring that anyone attempting to silence witnesses or conceal evidence is fully investigated;
* strengthening law enforcement training regarding animal welfare and cruelty investigations;
* establishing a national system for reporting and monitoring cases of animal abuse;
* creating a national task force dedicated to preventing and investigating animal cruelty throughout China;
* guaranteeing the immediate protection of all stray animals living in the Jieyang area;
* protecting stray dogs and cats through humane management, sterilization and rescue programs instead of neglect;
* promoting humane education in schools to teach empathy, responsibility and respect for animals from an early age;
* cooperating with national and international animal welfare organizations in developing modern legislation;
* publicly condemning all forms of animal cruelty and clearly affirming that such violence has no place in modern Chinese society;
* allowing open public discussion of animal welfare issues, as transparency strengthens public trust and encourages positive reform.

Protecting animals is not merely an animal welfare issue.

Numerous scientific studies have demonstrated that deliberate torture of animals is one of the strongest warning signs of future violent behaviour. Individuals capable of inflicting prolonged suffering on defenseless animals represent a potential risk not only to animals but also to other human beings. Ignoring these warning signs puts society itself at risk.

The international community is watching this case with profound concern. The response of the Chinese authorities will determine whether the world sees China as a nation willing to confront cruelty or one willing to tolerate and ignore it.

Every new case of extreme animal cruelty that remains inadequately addressed causes irreparable damage to China’s international reputation. Around the world, an increasing number of consumers are calling for boycotts of products labelled “Made in China” until meaningful animal protection reforms are implemented. The absence of effective legal reform is increasingly contributing to international calls for ethical consumer choices.

No country that aspires to international leadership can remain without a comprehensive Animal Protection Law. Compassion, justice and respect for life are universal values that transcend borders, cultures and economic interests. China now has an opportunity to demonstrate true leadership by protecting those who have no voice.

This mother dog died while desperately trying to protect her newborn puppies. That image has horrified millions of people across the world and will not be forgotten.

The world now expects China to demonstrate that justice, compassion and the rule of law are stronger than cruelty, silence and impunity.

History will remember how China responded to this tragedy. The world sincerely hopes it will choose justice over silence, compassion over indifference and reform over impunity.

We respectfully request a formal response detailing the concrete actions that will be taken, the legal reforms that will be initiated and the measures that will ensure that no animal will ever again suffer such unimaginable cruelty without the full protection of the law.

The protection of the most vulnerable is an immediate public duty that requires clear, accountable and legally consistent action.
